Pamela is the Parking Administration Manager for the City of Orlando Parking Division responsible for the budget development process, garage access card management, accounting operations, financial reporting and analysis for a parking system with 8 garages, 6 surface lots and over 1000-metered spaces. She has twenty years of combined experience in finance, budgeting, and management analysis. She has been a member of FPA and IPI since 2000, and previously served on the FPA membership committee.

She has been a member of FPA and IPI since 2000. Prior to being elected to the Board, she served on the FPA membership committee.

bill_fosterBill Foster, CAPP – Vice President

Bill is currently the Director of Parking and Transportation at Florida International University. With over 12 years in the parking industry, he started at Hartsfield International Airport (now Hartsfield-Jackson) in Atlanta, GA. He then became General Manager of the Jacksonville International Airport where he spent 5 years. After that contract ended, he went to work at the University of North Florida for three years before coming to his present position at FIU in February, 2002. He completed the CAPP program and received his certification in 2003.

luis_choterLuis Choter, Jr. – Treasurer

Mr. Choter, who has more than 16 years’ experience in the parking industry, is responsible for the Parking Enforcement and Meter Maintenance/Collections divisions of the Authority. MPA’s on-street operations comprise approximately 8,200 single space meters and 144 multi-space meters. He oversees MPA’s Pay and Display program and has directed other initiatives including the Smart Card program, various residential parking programs, and the Valet Parking and Rate Ordinances. He also implemented an online credit card processing program and a Pay and Display hotline to enhance customer service for the City’s parking patrons.

Mr. Choter is a graduate of Barry University and earned the CAPP (Certified Administrator of Public Parking) designation through the University of Virginia and the International Parking Institute. He is a member of IPI, the Florida Parking Association, the National Parking Association and the New Jersey.

tracey_bruchTracey Bruch, CAPP – Secretary

Tracey is the Parking Manager for the City of Clearwater with over 21 years of experience in that capacity. She is responsible for the planning and administration of the on and off street program, parking enforcement division and oversees the fines collection program. The Clearwater Parking System has an annual budget of over $5 Million with over 3,500 parking spaces.

Tracey holds a BA degree in Business Management from Eckerd College and earned her CAPP designation in 2004. Tracey has been an active member of FPA sine 1986 where she has served as a Board Member, Treasurer, Vice President and President. She has also been an active member of IPI since 1986 and has also served on both the Board of Advisors and Board of Directors. Tracey is actively involved in the mentoring / tutoring program with the Pinellas County School System as a tutor in elementary math and reading since 1998 where she volunteers on a weekly basis.

Marilyn is President of MKE Consultants, LLC, a consulting firm specializing in management and business development.  She has been in the parking industry for the last 15 years, traveling throughout the southeast working with universities, municipalities, hospitals, governmental agencies, private sector and developers in their quest for parking solutions.

Marilyn has served on the Florida Parking Association Board in the capacity of Secretary and committee member; she also serves on the IPI Professional Recognition Committee.  Marilyn is an active member of FPA, IPI, FL Education Facilities Planners, FL Healthcare Engineers, Society of College University Planners, Commercial Real Estate Women, Society of Professional Marketing Services where she was named a Fellow by her peers, and various civic/community associations.

Marilyn has been an active member of FPA and IPI since 1999.

sandra_hernandezSandra Hernandez – Director at Large

Sandra Hernandez has worked for the Miami Dade County Clerk of Courts for 23 years. During this time she has worked in the Traffic Division and the District Courts Division. Sandra was promoted to Assistant Manager in the Parking Violations Bureau In March, 2004.

She holds a Bachelor Degree in Business Management from the University of Phoenix. She has been a member of the Florida Parking Association for four years.

As an Assistant Manager, she oversees a staff of 37 employees who are divided into two units (Public Service and Court), and who are responsible for collecting the citation fines and penalties, and for processing contested citations, impoundment proceedings, etc.

Sandra also reviews, analyses, and verifies statistical and research-related system reports and develops and coordinates the processes necessary to effect improvements in revenue collection, work flow, and level of service the Bureau provides to the public as well as to the judiciary. She is also responsible for many of the special projects that are created for cleansing the data system, such as tag owner consolidation and data purges, and she is in charge of the personnel performance measures and assessments.

jim_nixonJim Nixon – Director at Large

Jim is a native of Pittsburgh, Pennsylvania, and holds a BA degree in Education from West Liberty State College in West Virginia. He has been employed by the City of Lakeland for 29 years, and has served has its Parking System Supervisor for the past 16 years. Jim deals with on-street and off-street parking, multi-bay and single space meters, leasing, and oversees the parking enforcement function as well. He currently serves on the Board of Directors for the Downtown Lakeland Partnership, which is made up of approximately 150 businesses and individuals in the downtown Lakeland area. Jim recently won the “Partnership Award” for his efforts in pursuing private / public partnerships regarding the parking situation within downtown Lakeland.

chester_escobarChester Escobar – Director at Large

Chester Escobar is currently the Chief Operations Officer for Miami Parking Authority (“MPA”). He oversees all facets of the Operations of this Multi-Million Dollar Parking Authority including: Meter Collection & Maintenance, Parking Enforcement, sign post and meter installation, Lot & Garage Operations, and Facility Maintenance. Previously, Chester was the General Manager for Impark in South Florida (2005-2010). He oversaw all operations in Miami Dade, Broward, and Palm Beach Counties. He was instrumental in Impark’s growth in the South Florida Area during his five year tenure bringing the branch to its current size of over 9,000 off-street parking spaces employing over 285 employees. Prior to Impark, Chester held several High Level Municipal positions in the City of Miami Beach (2003-2005) and with MPA (1989 – 1997). His 15 year career in the parking industry has allowed him to oversee large operations in private and public environments of the parking industry. This offers him a unique vantage point to successfully integrate private sector efficiencies in a public sector environment.

Kevin J. Kinney – Director

Kevin Kinney is the Parking Director for the City of Coral Gables.  He manages municipal garages, metered spaces, surface parking lots and a trolley transit system.  Parking programs in Coral Gables include several large residential parking zones, pay-by-phone, cash key payment options, pay and display as well as a centralized valet program.

Kevin previously served as the Executive Director/Chief Operating Officer for the Anchorage Parking/Community Development Authority.  He has also worked as the Administrative Law Judge hearing appeals of civil fines including parking tickets; an attorney in the areas of employment law, construction law, contracts, administrative law and municipal law.

Kevin is a Certified Administrator of Public Parking (CAPP) through International Parking Institute. He holds a Juris Doctorate from the University of Oregon, School of Law and a Bachelor of Arts in Secondary Education.
