Bill Foster, CAPP
President
Bill is currently the Director of Parking and Transportation at Florida International University. With over
12 years in the parking industry, he started at Hartsfield
International Airport (now Hartsfield-Jackson) in Atlanta,
GA. He then became General Manager of the Jacksonville International
Airport where he spent 5 years. After that contract ended,
he went to work at the University of North Florida for three
years before coming to his present position at FIU in February,
2002. He completed the CAPP program and received his certification
in 2003.

Pamela Corbin
Vice President
Pamela is the Parking Administration Manager for the City
of Orlando Parking Division responsible for the budget development
process, garage access card management, accounting operations,
financial reporting and analysis for a parking system with
8 garages, 6 surface lots and over 1000-metered spaces.
She has twenty years of combined experience in finance,
budgeting, and management analysis. She has been a member
of FPA and IPI since 2000, and previously served on the
FPA membership committee.
She has been a member of FPA and IPI since 2000. Prior
to being elected to the Board, she served on the FPA membership
committee.

Diana Alarcon
Secretary
Diana is the Assistant Parking Service Manager for
the City of Fort Lauderdale. Prior to joining the City,
she was with Central Parking System in Florida, Missouri
and Illinois. With over 11 years experience in the parking
industry, she has been exposed to different markets
and practices in our industry. She has knowledge of
on-street, off-street, special event venues and garage
operations. This has given her familiarity with single
space meters, multi-space meters, revenue control equipment
and automated revenue control equipment.

Brian Scoggins, CAPP
Treasurer
Brian has over 28 years of experience within the parking
and traffic industry. Brian is the Director of Municipal
Operations for the Standard Parking Corporation nationwide.
Brian retired from the City of Orlando as Parking Operations
Manager in 2002 with over 25 years of experience. He
has held management positions responsible for garage
and event operations, parking enforcement,
on-street operations, fines collections and analytical
studies. Brian has been an active member of FPA since
1983 and has served a board member, treasurer, vice
president and as president on 3 separate occasions.
Brian has completed the CAPP program, is an active member
of IPI and serves on the board of Advisors for IPI.

Debbie Hess
Director at Large
Debbie Hess is a native of Miami, Florida, and graduated Magna Cum Laude from FIU in 1997. She has worked for the Miami-Dade County Clerk of Courts for over 31 years. During this time she managed the Circuit Court Appeals, Mortgage Foreclosures, Tax Deed auctions, the Court Registry, and South District Court before her assignment to the Parking Violations Bureau. She has been a member of the Florida Parking Association since 1999 and is currently a Director-at-Large on the FPA Board for the remainder of this Board year. Debbie is seeking election to the Board where she plans to revitalize the FPA’s efforts to bring about legislative changes that will address concerns presented to and by the Legislative Committee such as getting owner info on replacement tags, raising the statutory cap on fines, the effects of bankruptcy on parking fines.
Manwhile, managing the Parking Violations Bureau in Miami-Dade means providing resources to all of the cities and the county agencies for the issuance of about 800,000 citations each year and the related collection of fines, court hearings, administrative reviews, registration stops, tow orders, circuit appeals, and referral to collection agencies. Debbie expects to serve the FPA as an informed and experienced Manager in the Parking field, as well as a former and current FPA Board Member.

E. James Ebert, P.E.
Director at Large
Mr. Ebert has over 35 years of experience in the parking industry, participating in the planning, design, engineering, and construction of over 500 parking structure projects. Mr. Ebert specializes in developing functional design layouts for complex and mixed-use parking facilities. He participated as a peer reviewer and quality control specialist on over 100 parking structure projects. Mr. Ebert recently served as an editor for The International Parking Institute’s newest publication, “Parking Management – The Next Level.”
Mr. Ebert is currently a Board Member of Timothy Haahs & Associates, Inc. Mr. Ebert is a registered professional engineer; he holds a BS in Engineering from the University of Michigan. Mr. Ebert was responsible for the successful completion of a number of parking projects in Florida, including projects for the City of Naples, the University of South Florida, and MBNA Southern Regional Headquarters in Boca Raton. He is currently engaged in projects in St. Petersburg, Sarasota, and Miami.

Luis Choter, Jr.
Director at Large
Mr. Choter, who has more than 16 years’ experience in the parking industry, is responsible for the Parking Enforcement and Meter Maintenance/Collections divisions of the Authority. MPA’s on-street operations comprise approximately 8,200 single space meters and 144 multi-space meters. He oversees MPA’s Pay and Display program and has directed other initiatives including the Smart Card program, various residential parking programs, and the Valet Parking and Rate Ordinances. He also implemented an online credit card processing program and a Pay and Display hotline to enhance customer service for the City’s parking patrons.
Mr. Choter is a graduate of Barry University and earned the CAPP (Certified Administrator of Public Parking) designation through the University of Virginia and the International Parking Institute. He is a member of IPI, the Florida Parking Association, the National Parking Association and the New Jersey.

Tracey Bruch, CAPP
Director at Large
Tracey is the Parking Manager for the City of Clearwater with over 21 years of experience in that capacity. She is responsible for the planning and administration of the on and off street program, parking enforcement division and oversees the fines collection program. The Clearwater Parking System has an annual budget of over $5 Million with over 3,500 parking spaces.
Tracey holds a BA degree in Business Management from Eckerd College and earned her CAPP designation in 2004. Tracey has been an active member of FPA sine 1986 where she has served as a Board Member, Treasurer, Vice President and President. She has also been an active member of IPI since 1986 and has also served on both the Board of Advisors and Board of Directors. Tracey is actively involved in the mentoring / tutoring program with the Pinellas County School System as a tutor in elementary math and reading since 1998 where she volunteers on a weekly basis.

R. Susan Olley
Immediate Past President
Sue Olley is the Parking Administrator for
the City of West Palm Beach. She began her parking career
with Syracuse University in central New York, in 1981. Sue
received her CAPP in 1998.
